  • There's a defined escalation ladder: a written request, a phone follow-up, and a DigiLocker/NAD cross-check where available. If none of that produces a response, the case is marked as an insufficiency with the reason documented — it is never silently closed as clear.

  • Through a verification partner in the country of issue, using the same registrar-first principle. It takes longer — typically 10–15 days — because there's no direct API or DigiLocker equivalent to speed up the request.

  • The check confirms the programme is recognised by the UGC's Distance Education Bureau before verifying it with the awarding institution — a correspondence degree isn't treated differently once recognition is confirmed.

  • Verification falls back to the affiliating university's records or the state's alumni/records archive, which typically still holds the roll even after a college shuts.

  • Primarily by matching the certificate serial against the registrar's own issued-certificate roll — a serial that doesn't appear in that roll is the strongest signal, stronger than any visual inspection of the uploaded document.
